Quality standards and certification
For the year 2005, D-ELAN expects the introduction and distribution of the first quality certificates which provide a reliable aid to decision-making for buyers of products and users of services in the field of e-learning. As far as form and content are concerned, these certificates will orientate themselves increasingly towards international quality standards. Within D-ELAN, it is mainly the "Quality" Special Interest Group that will see to this topic. The contacts of the "International Affairs" Special Interest Group will facilitate some co-ordinated action that goes beyond the German area.

International affairs
For 2005, D-ELAN strives for an intensified international representation of interests for its association members and will thereforeexe take part in international conferences and in direction-giving conferences as well as strengthen co-operations and official liaisons with relevant organisations. The ILF workshop "E-Learning in Development Co-operation" marks the beginning of this. The "International Affairs" Special Interest Group continue these activities during a "D-ELAN on site" event on the subject of "International E-Learning". One of the definite goals is to elaborate, in a detailed policy document, Germany’s unique selling proposition on the international e-learning market.

Mobile Learning
Mobile Learning is another step on the way to learning without limits as far as time and space are concerned and thus allows for an increasing transition towards flexibility in the working world. Over the past few years, new mobile technologies have created a basis for learning scenarios to be available in future at any place and at any time. The integration of mobile elements makes the already established blended-learning approaches more attractive for many target groups as well. These developments back up predictions that mobile learning will increasingly influence the information society. The new "Mobile Learning" Special Interest Group will advance the debate about the contents of this topic.

Public administration
"E-Learning in Public Administration" is the motto of the Special Interest Group that D-ELAN wants to set up this year for the public administration target group. Especially current topics like, for example, the new accounting for local authority districts and achievement-orientated pay will be approached. That way, D-ELAN takes the increased qualification and knowledge-management requirements of public administration into account and makes an active contribution to the spreading of e-learning in public structures.

Public Private Partnership

With Public Private Partnership (PPP), the course can be set for a far-reaching co-operation of universities and enterprises in the field of e-learning. The goal is the identification of factors for success and an approach towards successful Public Private Partnership projects.

Service networks
The potential of service networks and outsourcing of e-learning processes and projects will give the co-operation between providers and users a new form. Cost pressure, short-lived and highly complex technologies as well as high-quality requirements make enterprises and educational institutions think about co-operating with service networks and about the outsourcing of individual measures for training and further education. What can be transferred to external providers, which areas can be outsourced and how to find the right provider? When looking for convincing answers, the D-ELAN network 2005 will make an important contribution.

E-Learning during regular professional training
There are new regulations for professional training; new job descriptions are appearing almost every day. For many of those concerned, the content and the requirements are new, the procedures partly unfamiliar.
Electronic support functions that accompany professional training help everyone concerned to gather information, communicate content on a defined quality level and help, using diversity, to avoid exam stress. In regular professional training, e-learning has to pass from being an exception to being a normal part of it. This is the idea the D-ELAN members actively support.
